    Review of The Impact of a Universal Class-Size Reduction Policy: Evidence from Florida's Statewide Mandate

    A new Think Twice review released today finds that a recent report on the effect of Florida's class-size reduction reform on student achievement does not actually study the impact of class-size reduction.The Impact of a Universal Class-Size Reduction Policy: Evidence from Florida's Statewide Mandate, written by Matthew M. Chingos for the Program on Education Policy and Governance at Harvard University's Kennedy School, was reviewed for the Think Twice think tank review project by Professor Jeremy Finn of the University at Buffalo-SUNY. Finn, a statistics expert, was a lead researcher of Tennessee's Project STAR, a large, randomized experiment in class-size reduction (CSR). In 2002, Florida voters passed a constitutional amendment mandating CSR throughout that state's schools.The Chingos study compares student test scores in districts that already had average class sizes smaller than required by the amendment with student scores in districts with average class sizes larger than required by the amendment. Districts that already had smaller class sizes received the same additional funding but could use the money as they saw fit, while those with larger class sizes were required to use the state CSR funds to reduce class sizes. Chingos concludes that "mandated CSR in Florida had little, if any, effect on cognitive and non-cognitive outcomes" in the students examined. Finn, however, points out that the study doesn't actually address the effect of CSR on student achievement. Instead the study compares the results of schools that reduced class size with a group of schools that received monies to use as they wished. Both sets of districts in the study had small class sizes. According to Finn, the study's finding would more accurately be stated as "administrative discretion in spending state class-size reduction funds did not affect students' academic performance."Finn's review also points out that there are other flaws in the Chingos study: It uses the broad brush of school and district averages rather than student-level information about class sizes and test scores. Also, the actual class-size differences between the two groups were too small to make an educational difference; both of the groups had small average class sizes.Finn concludes, "Despite its title, this report does not address the issue of class-size reduction. By being presented as an evaluation of Florida's mandated class size limits, it may lead parents, educators, or policy makers to draw faulty conclusions about the impact of the program.

    Topological optimisation of rod-stirring devices

    There are many industrial situations where rods are used to stir a fluid, or where rods repeatedly stretch a material such as bread dough or taffy. The goal in these applications is to stretch either material lines (in a fluid) or the material itself (for dough or taffy) as rapidly as possible. The growth rate of material lines is conveniently given by the topological entropy of the rod motion. We discuss the problem of optimising such rod devices from a topological viewpoint. We express rod motions in terms of generators of the braid group, and assign a cost based on the minimum number of generators needed to write the braid. We show that for one cost function -- the topological entropy per generator -- the optimal growth rate is the logarithm of the golden ratio. For a more realistic cost function,involving the topological entropy per operation where rods are allowed to move together, the optimal growth rate is the logarithm of the silver ratio, 1+21+\sqrt{2}.     The impact of cattle drinking points on aquatic macroinvertebrates in streams in south-east Ireland

    peer-reviewedTeagasc PublicationMeasures that prevent cattle access to watercourses are commonly implemented through agri-environment schemes, in an effort to address the objectives of the Water Framework Directive. Despite the widespread implementation, few studies have assessed the impact of cattle access to streams on aquatic macroinvertebrates. This study assessed the local-scale impact of cattle drinking points on water quality parameters (i.e. macroinvertebrate and water chemistry metrics) on 39 intensively-managed grassland farms in the south-east of Ireland. The results indicate that sites that were more than or equal to good quality upstream of cattle drinking points, were more susceptible to cattle access impacts than sites where upstream water quality was less than good. The European Court of Auditors (2011) recommended that there should be a higher rate of EU contribution for measures with higher environmental potential, in this instance, for cattle exclusion measures targeted to sites where background quality is more than or equal to good. Appropriate efforts should thus be made to incentivise farmers in good to high status sites to adopt cattle exclusion measures

    Dynamic mimicry in an Indo-Malayan octopus

    During research dives in Indonesia (Sulawesi and Bali), we filmed a distinctive long-armed octopus, which is new to science. Diving over 24 h periods revealed that the 'mimic octopus' emerges during daylight hours to forage on sand substrates in full view of pelagic fish predators. We observed nine individuals of this species displaying a repertoire of postures and body patterns, several of which are clearly impersonations of venomous animals co-occurring in this habitat. This 'dynamic mimicry' avoids the genetic constraints that may limit the diversity of genetically polymorphic mimics but has the same effect of decreasing the frequency with which predators encounter particular mimics. Additionally, our observations suggest that the octopus makes decisions about the most appropriate form of mimicry to use, allowing it to enhance further the benefits of mimicking toxic models by employing mimicry according to the nature of perceived threats

    In this paper, we show that the monetary rule followed by a number of key countries before 1914 represented a commitment technology preventing the monetary authorities from changing planned future policy. The experiences of these major countries suggest that the gold standard was intended as a contingent rule. By that, we mean that the authorities could temporarily abandon the fixed price of gold during a wartime emergency on the understanding that convertibility at the original price of gold would be restored when the emergency passed.Gold standard ; Economic history ; Monetary policy

    Topological Mixing with Ghost Rods

    Topological chaos relies on the periodic motion of obstacles in a two-dimensional flow in order to form nontrivial braids. This motion generates exponential stretching of material lines, and hence efficient mixing. Boyland et al. [P. L. Boyland, H. Aref, and M. A. Stremler, J. Fluid Mech. 403, 277 (2000)] have studied a specific periodic motion of rods that exhibits topological chaos in a viscous fluid. We show that it is possible to extend their work to cases where the motion of the stirring rods is topologically trivial by considering the dynamics of special periodic points that we call ghost rods, because they play a similar role to stirring rods. The ghost rods framework provides a new technique for quantifying chaos and gives insight into the mechanisms that produce chaos and mixing.     Two-dimensional Stokes flow driven by elliptical paddles

    A fast and accurate numerical technique is developed for solving the biharmonic equation in a multiply connected domain, in two dimensions. We apply the technique to the computation of slow viscous flow (Stokes flow) driven by multiple stirring rods. Previously, the technique has been restricted to stirring rods of circular cross section; we show here how the prior method fails for noncircular rods and how it may be adapted to accommodate general rod cross sections, provided only that for each there exists a conformal mapping to a circle. Corresponding simulations of the flow are described, and their stirring properties and energy requirements are discussed briefly.
